Overview
The London Borough of Harrow is looking for a Head of Organisational Development and Learning to lead the OD/L&D Team. This role involves providing expert advice and guidance on OD/L&D policies and workforce development to ensure consistent practices and interventions. The post holder will oversee the EDI function and workstreams, manage the Apprenticeship Manager, and associated workstreams.
Key responsibilities include managing and developing the Council’s Strategic Workforce Organisational Development Plan, focusing on achieving strategic goals related to cultural transformation and performance excellence. The role requires thought leadership in all aspects of organisational development and design, ensuring the Council possesses the necessary skills, capabilities, values, behaviours, and operational methods for high performance.
Additionally, the post holder will develop and implement best practices in Organisational Development for OD/L&D/EDI activities, resulting in a suite of analytics for reporting to ensure cost-effective performance. Collaboration is essential, working as part of the HR Team aligned with strategic goals and ensuring compliance with all relevant Council policies and procedures for OD/L&D/EDI processes.
About You
The successful applicant will have:
- Experience in a senior HR/OD role with people management experience.
- Experience in using a range of OD Diagnostic tools to scope stakeholder requirements.
- Proven experience in managing multiple OD and L&D Projects in a constantly changing environment.
- Experience of working in uncertainty and role modelling effective leadership behaviours
- Has experience in using psychometric tools. (e.g., 360, Disc, McKinsey 7’s Management development psychometric instruments etc.)
- Can collaboratively work with team and colleagues at all levels to achieve wider organisation abilities.
- Experience of working with senior management and providing appropriate challenge where necessary to improve the council’s position.
- Gained professional qualifications appropriate to post e.g., master’s degree in HRM, master’s level CIPD or equivalent.
