This post-holder will support the day-to-day work of the Licensing team, who are responsible for a number of statutory duties placed on the council designed to protect public safety, prevent nuisance, prevent crime and disorder, protect children from harm, etc.
Licensing is an important part of the service area’s work and there are public expectations that we, as an enforcing authority, will secure compliance through effective regulation.
Primarily you will be responsible for undertaking licensing compliance and enforcement work in relation to a range of provisions including those affecting Alcohol and Entertainment, Gambling, Hackney Carriage and Private Hire, Street Collections, Street Trading, Free literature control, Pavement Licensing, Scrap metal licensing, etc. This will include preparing and presenting comprehensive reports and papers to a range of bodies including the Licensing and Regulatory Committees.
You will have a good working knowledge of current legislation, government guidance and good practice regarding licensing and associated legislation, along with having experience in:
• Enforcement - including knowledge or RIPA, PACE, CPIA and presenting cases/evidence at hearings and court.
• Writing/preparing detailed reports, hearing papers, and prosecution files.
• Dealing with formal legal and administrative procedures
• Ability to organize, manage, and prioritise workloads.
• Ability to work under pressure and meet deadlines within minimal supervision.
• Ability to work effectively with other groups, agencies and individuals relevant to licensing e.g. Kent and Medway Licensing Steering Group
