Are you ready to take the lead in shaping the future ETE outcomes for children we care for, and care experienced young people (care leavers) in Tower Hamlets?
Ready to bring your innovative ideas to support Tower Hamlets in meeting its goals and duties under the corporate parenting principles as set out in the Children and Social Work Act 2017, particularly promoting high aspirations, and seeking to secure the best outcomes, for our children and young people? If so, this might be the role for you!
Our Throughcare Service, which works with care leavers aged 16 and up to 25, is looking for an exceptional individual to help ensure our care experienced children and young people can access and sustain their involvement in sufficient, high-quality, and flexible, employment, training and education opportunities.
Join our dynamic Throughcare Service as the ETE Team Leader and make a lasting impact on the lives and outcomes for our care experienced children and young people. We are seeking an innovative, driven individual to spearhead our ETE offer, ensuring that every child we care for who is preparing to leave our care, and our care experienced young people post 18 has access to the highest standards of education, training, and employment.
As our ETE Team Leader, you will be at the forefront of creating positive change for our children and young people. Guiding a small team of dedicated ETE keyworkers and managing relationships with key stakeholders and partners, you will champion, lead, and actively promote ETE prospects and outcomes. Through effective partnership and multiagency working, and through a coproduction approach, you will lead on developing the ETE strategy for care leavers, ensuring provisions and measure are in place to meet the educational and aspirational needs of care leavers as a strategic priority for the service. The timely support services you will steer your team to deliver will prevent children and young people from becoming NEET. Through horizon scanning, you will also ensure the ongoing identification of the ETE needs of care leavers and develop initiatives and programmes that they enjoy, want to explore, and that will support them to grow and thrive into their adult lives. From driving evidence-based practices to nurturing strong partnerships, your role will be instrumental in shaping a thriving ETE offer. You will develop, oversee, and maintain robust quality assurance systems and utilise available data and intelligence to support the Head of Service for Children Looked After and Throughcare to ensure the whole service delivers an outstanding offer as corporate parents.
By joining Tower Hamlets, you are becoming part of a community that values inclusion, innovation, and excellence. We are committed to eliminating discrimination, promoting equality, and ensuring all children, regardless of their background, have the best possible start in life. The post will involve occasional travel around the UK and evening working in line with service user availability and duty arrangements. We work to a 35-hour week, and you will typically need to be office based 2 – 3 days per week. We are happy to discuss flexible working arrangements.

You will work from our modern Town Hall offices based in Whitechapel, East London in the heart of our community, and from January 2025, in our newly refurbished care leavers hub at Kitcat Terrace based in Bow, East London. In addition, we offer a range of staff benefits such as membership of the Local Government contributory pension scheme, childcare vouchers, new technology scheme, and discounts at many leisure activities, restaurants, shops, and other establishments.
