About the Borough
In Sutton, there is much for us to be proud of both as a council and as a borough. This includes high levels of resident satisfaction, the quality of our services, our success in addressing our financial challenges to date, the way that we involve and engage with residents on key issues facing the borough, and the enthusiastic and motivated staff that we employ.
Looking ahead, there are plans for the delivery of new homes and new schools and the London Cancer Hub is being developed, while the Council is also seen as a driving force within the South London Partnership of five outer south west London boroughs focused on strategic growth, regeneration and investment.
All of this demonstrates a good track record and an authority that is ambitious and set to deliver more improvements for the borough. We've set out our vision for the future of Sutton in our corporate plan - Ambitious for Sutton. This strategic plan will shape the outcomes we achieve, the services we provide, and the impact we have on residents, to make Sutton a great place to live, work and raise a family.
Situated in Zone 5, Sutton is less than 30 minutes by train from central London, and south and south west London are easily accessible by public transport. There are 10 train stations which serve key neighbourhoods within the borough providing direct connections to London Victoria, London Bridge, London Blackfriars and St Pancras International. Sutton also has direct rail connections with Epsom, Dorking, Guildford and Horsham, as well as Wimbledon for an interchange with the London Underground and West Croydon for the London Overground. There's also an extensive road network which provides close and easy access to the M25 and M23.
About the Role and our Ideal Candidate
About the role
We are seeking an innovative and dynamic Assistant Director of Commissioning to join our People Services Directorate. This is a broad strategic and operational commissioning role that spans adult social care, children's services, health, housing, and education, with a primary focus on adult social care. A significant part of your role will involve driving forward transformation initiatives with a focus on early intervention and prevention, especially in our highest cost areas.
In this role you will be responsible for overseeing effective and efficient policy development, direct service delivery and specialist brokerage with budgetary oversight across all commissioned services. This includes leading contract compliance, quality improvement, and quality assurance functions. You will provide guidance and support to elected members to help them translate their political priorities into initiatives that deliver the intended and tangible outcomes for our residents.
About you
We are looking for a systems thinker with energy, passion, enthusiasm, and creativity. You will have extensive experience in the leadership and management of commissioning services at a senior level within social care and health. At a time of increased demand and shrinking resources, you'll be able to demonstrate a track record of delivering savings and efficiencies without impacting the quality of the services you have led, with strong analytical skills for options appraisal and cost-benefit analysis. Experience in leading successful major service change is crucial, as is excellent communication and interpersonal skills to foster strong partnerships.
You should have a thorough understanding of the legislation and statutory framework affecting service delivery in health and social care. Your ability to work autonomously at a senior strategic and corporate level to provide leadership and direction will be key.
About Us
We are proud of our partnerships, and our partners are key to our future. In this role you will strengthen and deepen our relationships across the health, voluntary, and community sectors, to ensure our most vulnerable residents receive the best possible support and services, no matter who is delivering them. You will play a crucial role in supporting the innovation of our service models by exploring integration opportunities, how we use technology, and the role that digital services may play in our future. In this role you will enhance service delivery by making data and evidence informed decisions in line with our council priorities.
We offer a supportive working environment with a clear sense of purpose and a focus on community. You will be part of a council that is ambitious for its residents and committed to improvement. This is an exciting opportunity to make a real difference in a borough that is evolving and growing.
Our strategic vision, outlined in the "Ambitious for Sutton" corporate plan, aims to build a stronger, fairer, and more sustainable community. Priorities include action on climate change, inclusivity, affordable housing, and sustainable economic growth. Our commitment to social equity and inclusivity is reflected in our status as the first UK local authority to achieve Silver Trailblazer recognition by Race Equality Matters.
Our Offer To You
As an organisation that values and nurtures talent, we're committed to helping you fulfil your potential and will offer you a supportive, friendly and collaborative environment to grow and develop your career and skills. We're constantly striving to improve our ways of working so putting your ideas across - however big or small - will be fully encouraged and supported by your colleagues and our dynamic and experienced management team.
In addition, we offer a modern and flexible working environment for our staff, supported by our IT infrastructure, including Google Chromebooks and Google Apps. Our Flexible Working - Smarter Working Scheme embraces new ways of working. It provides improved work life balance for our staff as it allows staff to work from a variety of locations and staff are not required to work within the office 5 days a week.
