This is a great opportunity to be involved in ensuring high quality development is in line with approved plans and ensuring breaches of planning control is regularised. This will ensure the beautiful nature of our rural District is maintained and enhance which is in east Surrey, bordering Kent and the London Boroughs to the north. We are a Green Belt authority with two National Landscapes in the District.

About the role:
The Planning and Development Management team manage the Council’s planning enforcement service, ensuring compliance with statutory requirements and Council policies. This role involves handling complex enforcement cases, managing a professional team, and providing high-level advice to senior management and committees.
You will be responsible for
- leading and managing the planning enforcement team to achieve high performance.
- able to handle complex and high-profile enforcement cases, investigate complaints of unauthorized development and ensure compliance with planning conditions and prepare and present reports, appeal statements, and legal notices.
- maintain high levels of customer service and keep up to date with changes in planning policy and legislation.To provide leadership and management of a professional team to achieve high performance and effective operation delivery . Undertake site investigations and evidence gathering for complex breaches of planning control and to take the responsibility for and lead on strategic cases To utilise your delegated authority and sign off notices and closures. To act as the lead in enforcement appeals including inquires and prosecution cases and support the enforcement team to draft notices and statements. Prepare appeal statements and proofs of evidence and associated reports for To undertake any additional duties of a similar level of responsibility as may be required from time to time.
Who we’re looking for:
A self starter with a degree in a planning-related discipline or equivalent planning enforcement experience. You will have significant experience in planning enforcement and managing complex caseloads with an excellent understanding of planning law and national planning policies. You will have experience of managing staff and dealing with enforcement cases including legal proceedings. Strong IT skills, excellent report writing and communication abilities are a must. You should be an excellent communicator with the ability to communicate effectively with a variety of audiences and work well with other teams. Collaborative and personable, you are good at building positive working relationships and influencing at all levels of the organisation. Previous employment with a Council would be an advantage. As this is a senior role, you will be expected to demonstrate and exemplify our values and behaviours.
What we offer
The salary for our Planning Enforcement Manager range is £51,619 to £61,484. Progression within the top of the pay range of £58,646 to £61,484 will be dependent on the level of experience of the candidate and how well they have met the desirable criteria from the person specification. Please note there will also be a welcome payment of £5000 (after successful completion of probationary period) and a retention payment at the end of year 3 of £5000.
